inquisitorial in lu nature and dragging into public view and exposition of tbe most pri vate pecuniary affairs of iu citizens such u mi willing exposition can only be com pulsorily effected through the mainten ance of tbe most expensive machinery and both the nature of tbe tax and the means necessarily employed for its enforcement appear to be regarded by tbe better class of citizen with more and more disfavor from year to year it it fur thermore most difficult of exact statement e»|tecully in large business ramifications and where long periods of time are involved in extended commercial affair there i some questiohsas to its constitutionality but as to that i express do opinion the amount derived from that source has under letrisla tion already been greatly diminished and i am so well satisfied that the evils more than counter balance hut benefits derived from its longer retention that i recommend its unconditional repeal in a later communication from tbe com mi'sioner dated the 2mb of january be ew tl mates the loss of revenue from tbe increase of exemption from l,(w0 to ts,ooo at 9 000,161 which would leave but f 16,739,599 as tbe revenue under the five per cent rate and but smo9,7m as the aggregate revenue that would bo derived under tbe 21 per cent rate the tax on dividends md addi tion to surplus foods of basks railroad companies c under the reduced rate bo only reason tbat they will indulge ia lavish expenditure of money to secure suc cess money not merit secures nomina tions sad controls result it is a tact too general and too spparent to be denied that irge amounts are expended by candidates for office at every election for other than lawful and honest erection expenses that tbey are directly applied to the purpoee of corrupting and liebauching the electors aad very often to almost open purcbaae of vote thin rnlikia sd<hungerou«pr»<-ticeiirjot peculiar to cities snd viilsges it pervades tbe whole state scarcely a neighborhood is exempt from it it is practiced v ith en tire impunity because under tbe existing constitution and laws the wrong doers know very well they cannot be convicted or pun ished we saau never have pure elections until we strike out this root of the evil public opinion cannot be concentrated with sufficient force sgalnst tbe wrong to correct it what is absolutely necessary is that tome men who seek their own advancement by corrupting their fellows should be con victed and punished as criminals it ia tar more important to punish these men who tempt and corrupt than be who being tempted yields and calls under our present constitution laws may be panmirt ex cluding from the right of suf frage persons who may be con victed of bribery lareeay or of any infsmous rime and for depriving rerxons who may make wagers on*the result uf any election of the right of voting at such election and this v all tbat can be done nnder existing provision tbe consti tution needs to be amended in this respect solutions proposing amemlmenta passed the senate snd ammbly in l&i'i but rslled to receive the assent of tbe legislature cho sen at tbe next election of t-wnators these resolutions were ss follows in assembly april 1 1*53 resolutions proposing an amendment to the constitu tion resolved if the senate concur that ertlon two of article two ol the constitu tion of this state be amended by inserting therein immediately after tbe word election where it first occurs in said section as fol low : or who shall pay give or reeaive or promise to pay or give any money or other property or valuable consideration with in tent to influence any elector in giving his cote or to deter any elector from voting aiioo by adding at tbe end of said section as ollows or from holding any office voted or at such election laws may also be massed for determining in a summary man ter at tbe polls any question affecting tbe ight of any person to vote thereat so hat ssid section two ss amended shall cad as
