the joint high coin m talon the immediate question wing as to the constitutional disqualification of senator william from acting aa one of the comniis i'ionere senator sumner made an argument against thii objection quoting precedents to how that the clause of the constitution with regard to the appointment of a senator or representative to anoflce created during the term for which he was elected did not apply to a case like that before them the senate at the close of the debate gave its decision to the same effect and then confirmed the nomination without a division during the discussion humnempokeof hit knowledge of three of the british commissioners they being not only ihrewd statesmen but thoroughly acquaint ed with the questions with which they will have to deal he did not as bsd been stated oppose the appointment of commissioners en the part or the united states but roted for the confirmation of all of them he how ever desired due caution having assented to the appointment of a joint high commis sion he desired its labors to be sstis an to our country as we could rot aflunl to make another failure in the ef fort to settle the pending question between the united states and for the joint high coin m talon the immediate question wing as to the constitutional disqualification of senator william from acting aa one of the comniis i'ionere senator sumner made an argument against thii objection quoting precedents to how that the clause of the constitution with regard to the appointment of a senator or representative to anoflce created during the term for which he was elected did not apply to a case like that before them the senate at the close of the debate gave its decision to the same effect and then confirmed the nomination without a division during the discussion humnempokeof hit knowledge of three of the british commissioners they being not only ihrewd statesmen but thoroughly acquaint ed with the questions with which they will have to deal he did not as bsd been stated oppose the appointment of commissioners en the part or the united states but roted for the confirmation of all of them he how ever desired due caution having assented to the appointment of a joint high commis sion he desired its labors to be sstis an to our country as we could rot aflunl to make another failure in the ef fort to settle the pending question between the united states and great britain the president was this evening officially informed of the confirmation of the com missioners the missing bteamkk tennes9sk in order to relieve anxiety about the safe ty of the tennessee the president has tele graphed to admiral lee commanding tha utli atlantic squadron to dispatch a kteamer immediately to san domingo city and learn of the whereabouts of the vessel agencies fob the new bonds one hundred and forty applications from europe and this country have been lnmle at the treasury department for sgem-ics for negotiation of the new bonds to he i*ΓΒ»ued under the freed people there mr cragix rep n ii reported back with amendment the bill to regulate rank in the navy of the united state and for other ufhetice pregidΓΒ£nt , ppomted mr . nye iu place of mr stewart resigned od the soutliern outrages committee mr fenton hep n y submitted an amendment to the indian appropriatiou bill making a small appropriation to pay for inquiry or investigation by one or more commissioners to be appointed by the presi dent in regard to occupancy by lease or otherwise of the indian lands at salamanca x y and other points on the allegheny keservalion in new york laid on the table and ordered printed without concluding the business of the morning hour the senate at 12:45 went into 1 executive seswion the debate involved the eligibility of senator williams w a commis sioner the constitution containing a pro vision that no senator or representative shall during the time for which lie was sleeted lie appointed to any civil rmos under the au thority of the i
