southern insurgents objection was raised to its introduction and then vice president hamlin decided that it was not tn the nature of legislation and could therefor he received in tbe opinion of the vice president resolution for executive informa tion expressive of the sense of the senate upon any subject or affecting ui rights ol members could only be received mr cockling said bis point of order wu that tbe resolution could not be read pand ing tbe question of it reception lie did not know what the resolution was and d nied that hi motive was to object to aai particular resolution his
