of mr davis remarks in tho senate to-day an incident of unsual character occurred which excited considerable comment in the galleries and upon the floor representative butler of massacuusett who was occupying the seat of senator thurman immediately adjoining that of senator davis had been for some time intently observing mr davis as be pro ceeded the latter apparently growing res tive snd disconcerted under tbe steady raze of the massachusetts member and speaking with bis usual warmth and earnest ness suddenly faced tbat gentleman and continuing hia argument against the credibility of exaggerated ku klux stories aid " these fictitious charges are originat ed by parties to affect tbe coming election the legislatures to be elected are to choose one-thinl of the members of this senate and it is with a view to using this political capi tal for these diabolical and devilish ends tbat these vile and slanderous stories emanate from the brains of political scoundrels and ruffians mr davis then took bis seat and observing that butler's scrutiny was continued wheeled his chair around so as to meet tbe latter's n/c more defiantly tbe two then sat stolidly staring or ratbr.r glaring at each other to the amusement of tbe galleries and evident dlequieuide of senators around tbem who seemed to fear a personal collision might ensue mr stevenson a colleague of davis had meanwhile taken tbe floor bat tbe attention of the greater part of he senate was en grossed by tbe seemingly bellicose appear ance of the two gentlemen who still eyed each other with no very approving glances after a full minute spent in this way davis rose from bis chair and addressing butler was heard to say by senators near him what do you mean by attempting to browbeat me in tbat way r youareadamned outrages committed to kentucky mr davis dem kv said many of these oatrages were committed by negroes upon negroes mr sherman rep o argued that the assault upon a negro mail agent in ken tucky had been crossly exaggerated and furnished no justification for the postmaster general's discontinuance of service on the postal route he proceeded to vindicate bis state from charges or lawlessness snd claimed tba the people there uniformly treated negroes generously and kindly and that their only fault was in refusing to be lieve in tbe superiority of the negro race mr morton i rep ind.mn reply to the statement of mr stevenson that be mor ton sent a message to the indiana legisla ture in 1865 opposing negro suffrage said at the time ins ides was very generally enter tained by the republican deeired the sen ator from indiana morton to answer can didly one question whether negroes bad not been entrusted with the ballot in order to obtain a republican vote mr morton replied it was well proceeded to the consideration of the bill reported from the special com mittee mr beck dem ky addressed the house in opposition to the bill its purpose was to destroy the lights of states and peo ple and put into the bauds of the president omnipotent power in reply to a remark of mr beck that mr butler of mass said tbe bill met with approval of the majority of the republicans of the house mr dawes said no man on this or tbe other side is authorized to say a majority of republicans of this house are m favor of the bill there was in caucus no record no vote no such public or private expression of which pertain to them as citizens of tho the united states under the constitution and laws it waa impossible for congress to stand by snd see them vio lated and denied tbe strong arm of the law ought to be applied to suppress all con spirators snd obstructions to tbe law mr wood dem n v addressed the house in opposition to the bill he denied there was soy evidence of the existence of any widespread sad general opposition to law snd order in tbe sooth congress bad higher duties to perform than to agitate a subject like this they should legislate for the reduction of tax all on and expenditures for tbe return to specie payments and for general civil service reform mr wood then alluded to a remark of mr kelly in a former speech that tbe day may come when far every freed man's but that la deso lated ten blszing mansions may il.limine the midnight sky and said i hope if s war or races should take place and if colored men should begin the flght they would select a more valiant senator davis just prior to tbe conclusion of mr davis remarks in tho senate to-day an incident of unsual character occurred which excited considerable comment in the galleries and upon the floor representative butler of massacuusett who was occupying the seat of senator thurman immediately adjoining that of senator davis had been for some time intently observing mr davis as be pro ceeded the latter apparently growing res tive snd disconcerted under tbe steady raze of the massachusetts member and speaking with bis usual warmth and earnest ness suddenly faced tbat gentleman and continuing hia argument against the credibility of exaggerated ku klux stories aid " these fictitious charges are originat ed by parties to affect tbe coming election the legislatures to be elected are to choose one-thinl of the members of this senate and it is with a view to using this political capi tal for these diabolical and devilish ends tbat these vile and slanderous stories emanate from the brains of political scoundrels and ruffians mr davis then took bis seat and observing that butler's scrutiny was continued wheeled his chair around so as to meet tbe latter's n/c more defiantly tbe two then sat stolidly staring or ratbr.r glaring at each other to the amusement of tbe galleries and evident dlequieuide of senators around tbem who seemed to fear a personal collision might ensue mr stevenson a colleague of davis had meanwhile taken tbe floor bat tbe attention of the greater part of he senate was en grossed by tbe seemingly bellicose appear ance of the two gentlemen who still eyed each other with no very approving glances after a full minute spent in this way davis rose from bis chair and addressing butler was heard to say by senators near him what do you mean by attempting to browbeat me in tbat way r youareadamned scoundrel sir adding after a pause yes sir i repeat it you are a damned scoun drel sir at tbla juncture mr wilson in compli ance with Γ’β¬Β’ request made to him privately don't want to speak to yon it is also staled that prior to ibis occurrence snd while davis was de li vering his speech mr bayard shttaf osar hiny esularated to him to free biaaaarir from the annoyance kn klux outrages was than proceed ed with and mr davis of r whoso re marks had been interrupted w expiration of the morning hour was awarded the floor snd proceeded to argue that congress bad no power to pass any such legislation air.-wilson rep mass said beheld in bis band a list of murders and outrages committed to kentucky mr davis dem kv said many of these oatrages were committed by negroes upon negroes mr sherman rep o argued that the assault upon a negro mail agent in ken tucky had been crossly exaggerated and furnished no justification for the postmaster general's discontinuance of service on the postal route he proceeded to vindicate bis state from charges or lawlessness snd claimed tba the people there uniformly treated negroes generously and kindly and that their only fault was in refusing to be lieve in tbe superiority of the negro race mr morton i rep ind.mn reply to the statement of mr stevenson that be mor ton sent a message to the indiana legisla ture in 1865 opposing negro suffrage said at the time ins ides was very generally enter tained by the republican party but it was soon found tbat reconstruction could not be accomplished without enfranchisement of colored people and that frenchisemeot had worked tar better than he ha anticipated mr blair dem mo deeired the sen ator from indiana morton to answer can didly one question whether negroes bad not been entrusted with the ballot in order to obtain a republican vote mr morton replied it was well known that reconstruction could not be accom plished on a white basis the white people of the south would not accept tbe situation mr blair emphatically they did ac cept the situation they did abolish slavery and never lifted a hand against tbe government since and any one who asserts contrary asserts tbat which is not true general applause in the galleries which the chair checked after some discussion regarding tbe fre quency of late of applause in the galleries tbe chair stated that on a repetition of dis order they wonld be cleared mr morton continued his remarks con tending that lawlessness did prevail in ken tucky upon the conclusion of mr morton's speech mr j'oole obtained the the house in opposition to the bill its purpose was to destroy the lights of states and peo ple and put into the bauds of the president omnipotent power in reply to a remark of mr beck that mr butler of mass said tbe bill met with approval of the majority of the republicans of the house mr dawes said no man on this or tbe other side is authorized to say a majority of republicans of this house are m favor of the bill there was in caucus no record no vote no such public or private expression of opinion mr blati:-rep mich supported tbe bill he did not hesitate to say thst by a fair constrection of tbe constitution the government was authorized to interfere in a state to suppress domestic violence when tbe state cannot nr by reason of complicity does not apply to tbe general govemnsont for assistance this l*ilt proposed to pro tect tbe people in their rights privileges and immunities which pertain to them as citizens of tho the united states under the constitution and laws it waa impossible for congress to stand by snd see them vio lated and denied tbe strong arm of the law ought to be applied to suppress all con spirators snd obstructions to tbe law mr wood dem n v addressed the house in opposition to the bill he denied there was soy evidence of the existence of any widespread sad general opposition to law snd order in tbe sooth congress bad higher duties to perform than to agitate a subject like this they should legislate for the reduction of tax all on and expenditures for tbe return to specie payments and for general civil service reform mr wood then alluded to a remark of mr kelly in a former speech that tbe day may come when far every freed man's but that la deso lated ten blszing mansions may il.limine the midnight sky and said i hope if s war or races should take place and if colored men should begin the flght they would select a more valiant man for their leader than the ntlcman from pennsylvania who in mo bile during a disturbance crept under the
