Organization of the Council
The Capital District Library Council for Reference and Research Resources was formally organized at a meeting held at Union College on April 29, 1966, following the regular spring meeting of the Hudson Mohawk Library Association. This organizational meeting was attended by 53 area librarians and was chaired by Alice T. Hastings. The membership of this meeting adopted a constitution and bylaws, elected 11 Trustees and commissioned these Trustees to apply to the Regents of the University of the State of New York for a provisional charter under Section 216 of the Education Law of the State of New York.
Articles of Incorporation
In accordance with their commission, the elected Trustees did petition the Regents of the University of the State of New York for a provisional charter. At its meeting in June, 1966, the Board of Regents granted the Council a provisional charter which was subsequently forwarded to the Council and is now held in trust by the Secretary of the Council. This charter sets forth the articles of incorporation and thereby stipulates the procedures under which the Council must operate.
Purpose of the Council
As set forth in the charter, the purpose of the Council is "to improve reference and research library resources in the Capital District by: (1) Promoting and facilitating utilization of existing resources. (2) Developing additional resources." The charter defines the Capital District Council as a corporation maintained within the counties of Albany, Fulton, Montgomery, Rensselaer, Saratoga, Schenectady, Schoharie, Warren, Washington, and such other adjacent areas as may desire to participate.
To speak in somewhat more specific terms, the improvement of reference and research library services will depend heavily upon the implementation of the 3 R's [3-R's] Program, and it will, therefore, be the first major objective of the Council to organize the region for participation in this program.
